Intervention to determine level of compliance with the Regulatory Reform (Fire Safety) Order 2005

Executive summary

Purpose of Intervention

The purpose of this inspection was to judge the adequacy of the General Fire Safety provisions on site, and to confirm that the licensee is complying with the requirements of the Regulatory Reform (Fire Safety) Order 2005 (RRO). The inspection was part of a planned series of visits across all licensed nuclear sites. The inspection also aimed to recognise areas of best practice, to encourage a pro-active style of safety management, promote continual improvements in fire safety.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The Site continues to show a good appreciation of how important fire safety is and what impact a fire would have on site, as evidenced by a suitable and sufficient fire risk assessment process and a reasonable level of housekeeping across the site. Overall, during discussions around preventative and protective measures, I identified a wide range of good examples of fire safety management.

I am of the opinion that the site continues to display a sound appreciation of the importance of effective fire safety measures within the facilities I inspected, and that overall the licensee showed a strong commitment to achieve compliance with the relevant legislation, and from the evidence gathered during this intervention, I do not believe there are any deficiencies that seriously impact on fire safety.

Conclusion of Intervention

There were no shortfalls in regulatory compliance identified as part of this inspection, and the response of site management was very positive throughout, and this was communicated to the site management team at the end of the intervention. Generally the fire safety arrangements were found to comply with legal requirements.

Pwrpas yr Ymyriad

Pwrpas yr arolygiad hwn oedd barnu digonolrwydd y darpariaethau Diogelwch Tân Cyffredinol ar y safle, a chadarnhau bod y trwyddedai yn cydymffurfio â gofynion Gorchymyn Diwygio Rheoleiddio (Diogelwch Tân) 2005 (RRO). Roedd yr arolygiad yn rhan o gyfres arfaethedig o ymweliadau ar draws yr holl safleoedd niwclear trwyddedig. Nod yr arolygiad hefyd oedd cydnabod meysydd arfer gorau, er mwyn annog dull rhagweithiol o reoli diogelwch, hyrwyddo gwelliannau parhaus mewn diogelwch tân.

Canfyddiadau Allweddol, Barn yr Arolygydd a Rhesymau dros Ddyfarniadau a Wnaed

Mae'r Safle’n parhau i ddangos gwerthfawrogiad da o bwysigrwydd diogelwch tân a pha effaith y byddai tân yn ei chael ar y safle, fel y dangosir gan broses asesu risg tân addas a digonol a lefel resymol o gymhennu ar draws y safle. Yn gyffredinol, yn ystod trafodaethau ynghylch mesurau ataliol ac amddiffynnol, nodais ystod eang o enghreifftiau da o reoli diogelwch tân.

Rwyf o'r farn bod y safle'n parhau i ddangos gwerthfawrogiad cadarn o bwysigrwydd mesurau diogelwch tân effeithiol o fewn y cyfleusterau a archwiliais, a bod y trwyddedai yn gyffredinol wedi dangos ymrwymiad cryf i gydymffurfio â'r ddeddfwriaeth berthnasol, ac o'r dystiolaeth a gasglwyd yn ystod yr ymyrraeth hon, nid wyf yn credu bod unrhyw ddiffygion sy'n effeithio'n ddifrifol ar ddiogelwch tân.

Casgliad yr Ymyrraeth

Ni nodwyd unrhyw ddiffygion ynghylch cydymffurfiaeth reoleiddiol fel rhan o'r arolygiad hwn, ac roedd ymateb rheolwyr y safle yn gadarnhaol iawn drwyddo draw, a chafodd hyn ei gyfleu i dîm rheoli'r safle ar ddiwedd yr ymyrraeth. Yn gyffredinol, canfuwyd bod y trefniadau diogelwch tân yn cydymffurfio â gofynion cyfreithiol.
