Compliance inspection of Oxford Engineering Transport Package manufacturing

Executive summary

This intervention was in support of the application by Croft Associates for an ONR Certificate of Approval for the GB/2816 and GB/4085 Transport Packages for the transport of radioactive waste from Dounreay.

The inspection purpose was:

The inspection reviewed Oxford Engineering limited (OEL) arrangements for transport package manufacture in respect of requirements of the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Inspection Methodology

The inspector reviewed the manufacturing process for the modified CV 2815 lid design and sought evidence that controls were adequate for ensuring compliance with the latest designs.

Inspection Findings

The records examined demonstrated an effective system for verifying product features, leak test results and maintaining material traceability and history records, including CV lid serial numbers.

This design change is being applied to 565 of 900 containment vessels that have been manufactured. The remainder are in use and do not require the modified design of lid to be fitted.

Conclusion of Intervention

In my opinion the Oxford Engineering Ltd’s arrangements examined relevant to manufacture and leak testing of replacement lids for containment vessel 2815 are adequate.
