The purpose of this intervention was to undertake licence condition (LC) compliance inspections at EDF Energy Nuclear Generation Limited’s (NGL) Sizewell B Power Station, in line with the ONR’s Operational Facilities Division intervention strategy. The intervention was carried out by the ONR site inspector.
I performed an inspection to evaluate NGL’s compliance with nuclear site licence condition 11 (Emergency Arrangements), an applicable provision of the Energy Act 2013. The LC11 inspection examined the licensee’s arrangements to identify the resources required to respond to emergencies which may occur on the site. The inspection comprised meetings with staff, examination of documentation, and training records. I also attended the Station’s annual emergency arrangements review meeting.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Emergency Arrangements Review – During this intervention I reviewed Sizewell B’s self-assessment of its emergency arrangements, which was presented to ONR and NGL’s internal regulator at the power station’s annual Emergency Arrangements Review meeting. I observed that participants of Emergency Arrangements Review meeting actively sought feedback on performance from to others. Feedback was received positively and constructively and where necessary, actions were placed drive improvement. I am satisfied that the self-assessment reflects an objective assessment of the station’s capability. My view is informed via consideration of findings from ONR’s licence condition 11 inspection activities undertaken during the previous 12 months.
LC11 (Emergency Arrangements) – During this inspection I evaluated Sizewell B’s arrangements for emergency staffing. I confirmed that NGL has included limits on the minimum number of staff necessary to implement its emergency plan within its nuclear baseline. NGL has also established arrangements to ensure the availability of sufficient suitable qualified and experienced personnel to fill these baseline roles at times. Sizewell B’s emergency staffing levels are been subject periodic review and additional resources have been identified in recent years to reflect lessons learned from the Japanese Tsunami.
I identified one non-compliance, in that NGL were not able to demonstrate it had undertaken an analysis of its emergency staffing levels in line with latest industry guidance. EDF NGL committed to address the issue, which will be monitored via an entry on the ONR issues database. Notwithstanding this finding, I judge that overall the standard of compliance generally consistent with relevant good practice and the following Inspection rating is appropriate against licence condition 11: Green.
There are no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions at Sizewell B Power Station.
