Sellafield - Compliance inspection of Licence Condition 15

Executive summary

Purpose of Intervention

This intervention, conducted at the licensee’s Sellafield Limited (SL) Cumbria licensed site, was undertaken as part of the 2018/19 intervention plan and the Sellafield sub-division strategy.

Interventions Carried Out by ONR

I conducted a Licence Condition (LC) compliance inspection of LC 15 (“Periodic Review”) compliance inspection, which focused on the implementation of the licensee’s arrangements to make and implement adequate arrangements for the periodic and systematic review and reassessment of safety cases. The inspection was undertaken within the Sellafield Remediation value stream on Sellafield Ltd’s nuclear licensed site.

This inspection was conducted to enable ONR to make a judgement as to the adequacy of the implementation of the licensee’s arrangements for compliance with the respective LCs.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

No matters were identified as requiring immediate regulatory attention whilst conducting the compliance inspection of LC 15.

I examined evidence of the licensee’s compliance with its arrangements for LC 15 and consider, on the basis of my sample, that the licensee is largely compliant with its duties under LC 15.

The licensee was unable to provide a complete record to demonstrate compliance with Sellafield site arrangements in respect of the closeout of safety case shortfalls.  The Licensee provided some evidence that the shortfalls had been addressed however it was incomplete. I therefore noted this as a failure to implement compliance arrangements across the Remediation value stream.

I identified the following area for improvement during the compliance inspection and this has been raised as a Regulatory Issue which will be managed as part of normal regulatory business:

Conclusion of Intervention

The LC 15 compliance inspection concluded that the licensee has adequately implemented its arrangements for LC 15. I therefore consider, noting the ONR guidance on inspection ratings, that an inspection rating of Green (no formal action required) is merited here. However a Level 4 regulatory issue has been raised.
