Executive summary

Purpose of Intervention

ONR inspected Sellafield Ltd (SL) arrangements at Sellafield site in relation to the safe transport of radioactive material. The inspection also supported the ongoing permissioning of the Castor HAW Flask D/4325/B(U)F-96 transport safety case submissions associated with the Vitrified Residue Return (VRR) Programme. This intervention forms part of a programme of work being undertaken by ONR to gain assurance that the planned VRR from Sellafield to overseas customers are complaint with National and International requirements.

The inspection reviewed SL arrangements to meet the requirements of the CDG and Intergovernmental Organisation for International Carriage by Rail. (RID) 2017.

The intervention focused on the transport package being loaded for VRR.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The findings of the inspection were shared and accepted by SL. There were two instances of good practice identified that provided confidence in SL implementation of the safety case. One level 4 issue was raised regarding staff general awareness training requirements of RID 2017 chapter 1.3.

 Conclusion of Intervention

This inspection identified no major issues of safety concern regarding the loading arrangements and future transport of the Castor package to Germany.
