Executive summary

Purpose of Intervention

The intervention at the Rolls Royce Submarines Limited  Nuclear Fuel Production Plant (RRSL NFPP) licensed site at Raynesway Derby was undertaken as part of a series of planned interventions in accordance with the IIS Strategy and Plan for 2018/19.

The purpose of this intervention was to carry out a planned Licence Condition (LC) 21 compliance inspection to assess the suitability of the arrangements and their implementation for commissioning of any plant and processes which may affect safety. This included the following areas:

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The compliance arrangements for LC21 as they are applied to commissioning activities on the NFPP licenced site were compliant with legal duties, and relevant good practice was generally met. No shortfalls were identified.  On this basis I have rated the inspection as GREEN.

Conclusion of Intervention

No shortfalls or issues were found which adversely affected nuclear safety or were judged to be of such regulatory concern as to require immediate action.

Therefore, on the basis of the information provided and evidence sampled during this intervention, I concluded that the licensee has suitable arrangements and has adequately implemented these arrangements in accordance with the requirements of LC21.
