RRSL - Themed Compliance inspection

Executive summary

Purpose of Intervention

This themed intervention at the Rolls Royce Marine Power Operations Limited (RRMPOL) Nuclear Fuel Production Plant (NFPP) licensed site at Raynesway was undertaken as a planned inspection, in line with the ONR Integrated Intervention Strategy (IIS) plan for 2018/19 to evaluate the licensee’s compliance with a number of Licence Conditions (LCs).

Interventions Carried Out by ONR

ONR’s Nominated Site Inspector, together with a Specialist Safety Inspector, undertook a themed inspection of “Instructions Training and SQEP” to evaluate the extent to which the licensee complies with LC’s 8 - Warning Notices, 9 – Instructions to Persons on the Site, 10 - Training and 12 - Duly Authorised and Other Suitably Qualified and Experienced Persons .  The inspection took place 25 – 26 July 2018.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

No matters were identified as requiring immediate regulatory attention during the conduct of the compliance inspection.

It is my opinion that the arrangements for licence conditions 8, 9, 10, and 12 are adequate, based on the aspects sampled for this themed intervention.

Conclusion of Intervention

The ONR Inspectors concluded that RRMPOL’s compliance with the assessed LC’s was adequate. Several areas were highlighted for improvement and RRMPOL acknowledged these. RRMPOL is currently undergoing an improvement programme which should further increase confidence in compliance.
