I undertook this inspection to examine Magnox Ltd’s arrangements for managing people capability, competence and control, in respect of its nuclear and radiological operations at the Berkeley and Oldbury sites. This was one of a series of planned inspections for 2018/19 in support of ONR’s Decommissioning Fuel and Waste sub-division strategy.
I inspected Berkeley and Oldbury sites’ compliance with the following Licence Conditions (LC):
I examined the licensee’s arrangements for ensuring it has adequate human resources for safe operations and the suitable training of its staff. I reviewed the implementation of the new organisational capability arrangements and also inspected some of the most significant waste retrieval operations at both sites. Based upon my inspection I consider that the licensee has adequate arrangements for managing its organisational capability and for the training of its workforce.
I also examined how the licensee ensures that all operations which may affect safety are only carried out under the control and supervision of trained persons appointed for that purpose. I consider that the licensee has adequate arrangements for ensuring operations are controlled and supervised, and that the level of control and supervision required is commensurate with the hazard. I also found that operations are carried out in accordance with written instructions which ensure that any safe operating limits and conditions are implemented.
I provided feedback to the sites on the inspection findings at a close-out meeting with management representatives.
It is my judgement that overall the licensee is complying with the requirements of the licence conditions inspected at both Berkeley and Oldbury.
