Executive summary

Purpose of Intervention

The purpose of this inspection was to seek assurance that the licensee’s emergency arrangements and its emergency response personnel have the capability to deal effectively with emergencies with on-site consequences.

Interventions Carried Out by ONR

The site’s compliance with Licence Condition 11 (Emergency Arrangements) was inspected which involved an ONR inspector observing a demonstration emergency exercise held out-of-hours on the evening of 12 March 2019.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Oldbury site ceased power generation in 2012 and the de-fuelling of the reactors was completed in 2016, thereby removing most of the nuclear hazard from the site. Magnox Limited is now in the process of decommissioning the site.  In November 2017, ONR wrote formally to the licensee to inform it that Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) requirements for off-site emergency planning and prior information to the public no longer applied. ONR’s conclusion was based on its technical judgement that a radiation emergency (as defined in REPPIR) was no longer foreseeable at Oldbury.

Prior to the exercise ONR’s inspector examined the exercise scenario, judging that it represented sufficient challenge to the demonstration team and was proportionate to the status of the site: de-fuelled and with no reasonably foreseeable radiation emergency (as defined by REPPIR).

ONR’s inspector found that the licensee provided an adequate demonstration of its emergency arrangements and, based upon their observation of the exercise, judged that the licensee’s emergency response personnel have the capability to deal effectively with emergencies with on-site consequences.

Conclusion of Intervention

It was the ONR Inspector’s judgment that the licensee has made and implemented adequate arrangements for dealing with any accident or emergency on the site.
