Executive summary

Purpose of Intervention

This was one of programme of planned inspections at the Low Level Waste Repository (LLWR) during 2018/19, developed in accordance with the Decommissioning Fuel & Waste Sub-Division strategy. This inspection targeted conventional health & safety, and the licensee’s compliance with Licence Condition (LC) 26, Control and supervision of operations.

Interventions Carried Out by ONR

We inspected LLWR’s arrangements for managing workplace transport and contractor management. In addition the licensee’s arrangements made under Licence Condition 26 were also examined, given the synergy and importance to safety of good control and supervision.

I also held a meeting with representatives of LLWR and the Environment Agency to discuss matters of mutual interest.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

We examined LLWR’s arrangements for workplace transport and contractor management in parallel with LC26; we noted areas of good practice and offered advice regarding opportunities for improvement regarding the Construction (Design and Management) Regulations 2015.

Conclusion of Intervention

From the evidence examined during this inspection, we concluded that LLWR’s arrangements in relation to workplace transport, contractor management and LC26 were adequate, and that LLWR was able to provide a demonstration that implementation of those arrangements is also adequate.
