Executive summary

Purpose of Intervention

This inspection was one of a series of planned inspections at Imperial College’s Research Reactor decommissioning site.

The following compliance inspections were carried out:

In addition ONR reviewed the radiological protection arrangements for the final decommissioning work of the defueled CONSORT reactor.

The inspection comprised of an examination of a sample of the licensee’s arrangements, an examination of associated records, discussions with employees and contractors, and a plant walk-down of the site.

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

Training is to be provided by Imperial College reactor team or subject specialist experts to the contractors who will be undertaking final decommissioning work and final site clearance of the CONSORT reactor. Training to be covered includes site arrangements, safety and hazards. From reviewing the attendance sheets as well as training records and presentations; these were deemed adequate, and in line with current LC 10 arrangements.  

The arrangements made by the licensee to determine whether an employee, as well as contractors are suitably qualified and experienced persons was deemed to be adequate. A review of the implementation of the arrangements was also deemed adequate.

The radiological protection arrangements in place for the principal contractor work in removal of the bio shield and reactor vessel meet relevant standards.

Conclusion of Intervention

This inspection judged that the arrangements made under LC 10 and 12, and their implementation were adequate.  No significant shortfalls were identified that may adversely affect nuclear or radiological safety.
