Executive summary

Purpose of Intervention

This inspection was carried out as one of a series of planned inspections for 2018/19 of operations undertaken at the Magnox Ltd Hunterston A (HNA) site.

Interventions Carried Out by ONR

Compliance Inspections relating to Licence Condition (LC) 26 (Control and supervision of operations), LC32 (Accumulation of radioactive waste), LC35 (Decommissioning) and LC36 (Organisational capability) were undertaken. Additionally, planned transport inspections were performed together with an Action/Issue review meeting and a meeting with Site Safety Representatives.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

ONR is seeking improvement from HNA in relation to their compliance with the requirements of LC26. Control and Supervision training is required for a post in engineering and a shift post and the level of oversight on the Programmes needs to be enhanced.

ONR is seeking improvement from HNA in their handling, labelling and disposal of waste in the old reactor buildings where accumulations in undesignated areas were found. Conventional health and safety matters were also identified for remediation focussing on fire safety.

HNA were found to be responding well to observations made regarding their nuclear baseline and their decommissioning programme has recently been reviewed with associated documentation appropriately amended. ONR’s deemed the arrangements made under LC35 and LC36 to be adequate.

ONR found that HNA had not provided adequate training in their Transport Emergency Arrangements to key personnel and consequently have requested improvement in this area.

Three Regulatory Issues associated with HNA baseline, SQEP capability and repeat events were appropriately addressed by HNA and ONR consider that these may now be closed.

Conclusion of Intervention

ONR’s inspection of the HNA arrangements made under LC35 and LC36 were deemed to be adequate.

Where ONR identified the need for improvements (LC26, 32 and Transport) these matters will be monitored though future routine inspections at the site.
