Assessment of NNB response to RI 2061

Executive summary

Purpose of Intervention

ONR raised level 3 regulatory issue 2061 in 2014 following the assessment of the structural integrity aspects of the pre-construction safety report. The issue was that NNB had not adequately demonstrated arrangements for Life Time Quality Records (LTQR) for the Nuclear Steam Supply System (NSSS). The purpose of this intervention was for ONR to review whether adequate progress had been made to close regulatory issue 2061.

Interventions Carried Out by ONR

Licence Condition (LC) 6 (1) requires that “The licensee shall make adequate records to demonstrate compliance with any of the conditions attached to this licence.”

This intervention was carried at NNB’s Bridgwater House Office. It was for ONR to review NNB’s arrangements and to judge whether adequate progress had been made to close regulatory issue 2061.

Explanation of Judgement if Safety System Not Judged to be Adequate

This was not a system-based inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

To justify that regulatory issue 2061 had been addressed NNB had undertaken a self-assessment of their LTQR for the NSSS. This self-assessment had reviewed the following:

NNB judged their existing contractual arrangements with Framatome were sufficient. They had noted some anomalies, however these were considered not be significant.

I observed that the self-assessment had not included Framatome’s supply chain and was a single sample with no clear plans for repeat. However, I considered this is a generic observation related to NNB’s management of LTQR and not limited to the NSSS. I will communicate this observation to the owner of regulatory issue 7042.

I judge that NNB’s self-assessment was an appropriately thorough review of their arrangements. The conclusion that the arrangements for LTQR are adequate for the Framatome is justified.

Conclusion of Intervention

9NNB’s self-assessment gave me confidence that there were adequate LTQR arrangements for Framatome. As a result I rated the intervention GREEN and will recommend that regulatory issue 2061 is closed.
