Hinkley Point C - To examine the overall effectiveness of NNB GenCo’s internal regulator function

Executive summary

Purpose of Intervention

The purpose of this ONR intervention was to undertake a planned inspection at NNB GenCo (HPC) [NNB], Bridgewater House Office, Bristol, and at the Hinkley Point C construction site in accordance with ONR’s Intervention Plan for the regulation of HPC 2018/19.

Interventions Carried Out by ONR

ONR undertook an intervention to examine the overall effectiveness of NNB’s internal regulator function including an associated LC17 licence compliance.

The inspection was spread over two days: the first being at the NNB Delivery Command Centre in Bristol, followed by a visit to the Hinkley Point C for day 2.

Explanation of Judgement if Safety System Not Judged to be Adequate

N/A – this was not a Safety System inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on the evidence sampled during this inspection ONR judged that, measured against ONR’s expectations for LC17 (Management Systems) the intervention rating should be Green (no formal action), with identification of three areas of good practice, three Level 4 issues and five regulatory observations (areas for improvement).

Feedback was given to NNB at the closing meeting of the 2-day intervention and ONR communicated to NNB the expectation that progress on Level 4 issues dealing with resolution of Internal Assurance resource constraints (vacancies) and implementation of the IACO new approach to oversight arrangements, be effectively progressed over the next 2 to 3 months; these will be priority areas for review by ONR on this timescale (see below).
