The purpose of this intervention was to carry out a compliance inspection at EDF Energy Nuclear Generation Limited’s (NGL’s) Heysham 2 power station in line with the planned inspection programme contained in the Heysham 2 Integrated Intervention Strategy (IIS) for 2018/19.
I, the nominated site inspector undertook an LC8 compliance inspection which involved the consideration of both generic and local implementation documents as defined within the licensee’s arrangements. The following areas were covered as part of the inspection:
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
I also met with NGL staff to discuss the progress of regulatory issues and matters that have been formally reported to ONR.

The key findings of this intervention were:
The Licensee’s arrangements that manage LC8 compliance were consistent with ONR’s guidance. I walked down a sample of buildings relating to the contractors facilities and outage village. I observed fire warning notices were maintained and consistent with the requirements of the relevant area fire risk assessments within the main contractor facilities. I also noted that in these areas adequate notices were in place to advice personnel of required actions in the event of a site incident or off-site nuclear emergency. I noted that the contractor’s outage village was still in its construction phase and preparations were still ongoing to meet regulatory and legal requirements.
Based on my sampled inspection, I judge that the following inspection rating of Green is appropriate
Following the LC 8 compliance inspection I the nominated site inspector judged that compliance with LC8 met ONR’s expectations and hence assigned an inspection rating of Green.
There were no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions of Heysham 2 power station as set out in the integrated intervention strategy, which will continue as planned.
