Executive summary

Purpose of Intervention

The purpose of the inspection was to provide assurance, under the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR), of the off-site emergency response capability of Hartlepool Borough Council Local Authority and the Cleveland Police.

The inspection comprised an examination of a sample of the Local Authority and Police arrangements, an examination of a sample of associated records and discussions with their employees.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The Local Authority was well prepared for the inspection and showed clear ownership and responsibility for the plan and arrangements. The Police representative showed good knowledge and awareness of the Police emergency response processes, though more evidence could have been provided at times.

There were a number of good practices and potential areas for improvement identified in the inspection but overall there were no significant issues found. The ONR inspection findings were shared and accepted by the Local Authority.

It was judged that the arrangements in place within the Local Authority and Police for Hartlepool Borough Council are suitable and sufficient to deliver their regulatory requirements under REPPIR.

Conclusion of Intervention

From the evidence sampled during this inspection the ONR inspection rating has been determined as Green with no formal regulatory issues required.
