Executive summary

Purpose of Intervention

This inspection, one of a series of planned inspections for 2018/19 as described in ONR’s Decommissioning, Fuel & Waste (DFW) sub-division’s strategy, was undertaken to assess compliance with licence condition (LC) 22 – Modification or experiment on existing plant at the Grove Centre nuclear licensed site, Amersham.

Interventions Carried Out by ONR

LC22 requires the licensee to make and implement adequate arrangements to control any modification or experiment carried out on any part of the existing plant or processes which may affect safety.

This intervention was carried out to assess the licensee’s arrangements against ONR’s requirements and the licensee’s implementation of the arrangements.

In addition to the inspection ONR attended a number of meetings at the site during the same day.

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

Following a review of the licensee’s LC22 arrangements against the relevant guidance I am of the opinion that they adequately meet ONR’s expectations for such arrangements.

Following inspection of the implementation of the arrangements I am satisfied that the licensee is carrying out plant modifications in accordance with its LC22 arrangements.

Conclusion of Intervention

My findings are of adequate arrangements in place and no formal action is required by the licensee.
