Executive summary

Purpose of Intervention

The purpose of this intervention was to undertake Licence Condition (LC) compliance inspections at EDF Energy Nuclear Generation Ltd’s (NGL’s) Dungeness B power station, in line with the planned inspection programme contained in the Dungeness B Integrated Intervention (IIS) plan for 2018/19.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I undertook a planned intervention against LC 11, during which I:

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

In relation to LC 11, I judged that an IIS rating of ‘Amber’ is warranted on the basis that a number of the station’s emergency handbooks did not reflect the current asset management system (AMS) revisions for particular sections of the EHB or relevant sections are absent in their or contain sections that are not defined within the stations arrangements. In addition, I am of the opinion that the station’s management system does not fully control the management of EHB updates thus ensuring they all reflected the correct revisions sections as defined in the station’s AMS. In my opinion this represents a deficiency of the arrangements for compliance against LC11, as it is important during emergency response that the Station works to a common plan.

Notwithstanding these observations, the sampled emergency handbooks examined in the key response centres were all correct in their content, therefore I am of the opinion that the station could effectively respond to an incident if it arose.  I communicated these conclusions to Station management and an ONR regulatory issue has been raised to monitor the station’s improvements.
