Dungeness B - Fire Safety Inspection

Executive summary

Purpose of Intervention

This was a planned inspection of Dungeness B Nuclear Power Station, undertaken as part of the Integrated Intervention Strategy (IIS) within the Operating Facilities Division inspection programme.

The purpose of this intervention was to ensure that the Licensee was complying with the requirements of the Regulatory Reform (Fire Safety) Order 2005 to ensure adequate arrangements are in place to protect people’s life safety from the danger of fire.

The inspection focused on an assessment of the fire safety management arrangements and an examination of the practical implementation of the protective measures which support the fire strategies for a number of facilities on site. During the inspection:

Key Findings, Inspector's Opinions and Reasons for Judgements Made

No new regulatory issues were identified during my inspection. During the tour of the facilities a number of minor observations were pointed out to the Fire Safety Coordinator for his attention as part of normal day to day fire safety management business, but overall, site demonstrated a good standard of compliance with the life safety requirements of the Regulatory Reform (Fire Safety) Order 2005. 

I found a number of examples of a pro-active approach to fire safety management.  Site had pre-planned fire risk assessments available for the station’s forthcoming periodic shutdown and good preparation for occasions when the normal fire protection arrangements need to be varied or enhanced.

My inspection has provided me with the confidence that the fire safety arrangements at Dungeness B, are effective and being implemented to a satisfactory standard. I am of the opinion that the Site displayed an appreciation of the importance of effective fire safety measures within the facilities I inspected and that overall they show a desire to maintain compliance with fire safety legislation.

Conclusion of Intervention

I concluded with an assessment of compliance with the legislation, and presented deficiencies and recognised areas of good practice at a wash-up meeting with the Management Team.
