Executive summary

Purpose of Intervention

This was a planned inspection at EDF Energy Nuclear Generation Limited’s (NGL’s) Dungeness B power station. It was undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR).

The work was carried out in-line with the planned inspection programme contained in the Dungeness B Integrated Intervention Strategy (IIS).

No system based inspection undertaken, hence not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

An ONR team observed the emergency exercise demonstration. The scenario was a nuclear emergency initiated by a seismic event and included casualty recovery.  The scenario was a challenging one, with a range of different problems for the site staff to deal with and required support from numerous external emergency services.  Whilst the site dealt with these adequately, we observed a number of improvement opportunities. Full feedback will be provided to the licensee by letter for incorporation to its improvement plan. Progress in addressing our observations will be monitored through the emergency arrangements review meetings.

Routine engagement was undertaken with the station’s leadership team and the independent nuclear assurance team to discuss operational performance including recent events. It was judged that the station is taking the appropriate action to management performance and the investigation of events. No significant nuclear safety concerns were raised during these discussions.

I held a meeting with the station’s safety representatives; the meeting was open, informative and constructive.  No safety significant concerns which needed further intervention were identified. However, I shared the feedback received on waste accumulation and training compliance with the plant manager and station director.

We conducted follow-up enquiries regarding a recent working at height incident. The follow-up enquiries confirmed that a root cause investigation is being conducted by the station and additional administrative controls have been implemented as a corrective measure. The information gathered will inform the regulatory intervention plan.

Conclusion of Intervention

In relation to LC11, I judge that an inspection rating of Green (no formal action) is warranted on the basis an adequate demonstration of the licensee’s emergency arrangements was conducted.

In relation to the information gather during routine engagement and the event follow-up inquiries, this will be considered and will inform whether any further regulatory action is warranted.
