Executive summary

Purpose of Intervention

This was one of a series of planned Licence Condition (LC) compliance inspections of the Dungeness A Site for 2017/18.

The aims of the inspection were to:

Interventions Carried Out by ONR

On 8th August 2018, I carried out an inspection of the transport arrangements with the transport inspector. The inspection comprised discussions with ML staff, sampling the management arrangements for the authorisation of packages, a walk-down of the site and reviews of relevant records and documentation. 

I also attended the level 4 joint regulatory review meeting for Bradwell C&M preparations.

Explanation of Judgement if Safety System Not Judged to be Adequate


Key Findings, Inspector's Opinions and Reasons for Judgements Made

From the evidence examined during the inspection I judged that, on the evidence examined, the licensee has adequate arrangements in place for the authorisation and handling of the ILW transport packages.

The ARRoSSE confirmed that adequate safety performance had been maintained over the previous year.  I was content that Magnox Ltd had reviewed the safety performance of its south eastern sites and had identified improvements to safety for implementation in the decommissioning programmes.

Conclusion of Intervention

From the evidence examined during the inspection, I judged that the licensee’s arrangements for handling of the ILW packages are adequate and that the ARRoSSE was adequately implemented.
