Executive summary

Purpose of Intervention

This was one of programme of planned inspections at the Cyclife Metals Recycling Facility during 2018/19, developed in accordance with the Decommissioning Fuel & Waste Sub-Division strategy. This inspection targeted conventional health & safety, and the licensee’s compliance with Licence Condition (LC) 26, Control and supervision of operations.

Interventions Carried Out by ONR

We inspected Cyclife’s arrangements for compliance with health and safety legislation, Including the Workplace, Health, Safety and Welfare Regulations, DSEAR and COSHH.  In addition we inspected the licensee’s arrangements made under LC 26, given the synergy and importance of safely controlling and supervising operations.

We also met with Safety Representatives from Cyclife’s workforce, who reported a positive attitude to safety from Cyclife’s management and raised no concerns at this time.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

We examined Cyclife’s arrangements for workplace transport, COSHH and other conventional health and safety hazards, in parallel with LC26; we noted areas of good practice and offered advice regarding opportunities for improvement regarding vehicle/pedestrian movements in the ISO storage area/yard and review and revision of the COSHH assessment.

Conclusion of Intervention

From the evidence considered we judged that Cyclife’s arrangements in relation to conventional health and safety and LC26 were adequate, and that Cyclife was able to provide demonstration of adequate implementation of those arrangements.
