RRMPOL, Nuclear Fuel Production Plant Raynesway Level 1 Demonstration Exercise Artic Fox

Executive summary

Purpose of intervention

This intervention at the RRMPOL Nuclear Fuel Production Plant Raynesway licensed nuclear site was one of a series planned during 2014/15.  The purpose of the inspection was to evaluate the annual Level 1 demonstration emergency exercise.

Interventions Carried Out by ONR

On 22 October 2015 the ONR Nominated Site Inspector, together with other specialist inspectors observed and assessed the annual demonstration emergency exercise at the Nuclear Fuel Production Plant. The purpose of the emergency exercise was to demonstrate the adequacy of the site’s emergency arrangements, as required by Licence Condition 11, to deal with any accident or emergency arising on the site.  On the previous day ONR Inspectors attended a pre-exercise brief.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

It is the judgement of the ONR Inspectors that the licensee provided an adequate demonstration of the site emergency arrangements.  In particular it was evident that RRMPOL had addressed the ONR expectation made clear after the previous demonstration exercise to use more challenging scenarios. Such scenarios more readily allow for the demonstration of the adequacy of RRMPOL’s arrangements.

Conclusion of Intervention

The licensee has undertaken its annual emergency exercise and this was judged by ONR Inspectors to be a satisfactory demonstration of the emergency arrangements. As with many exercises there were positive aspects and some learning opportunities identified. The ONR Site Inspector will write to the licensee identifying potential areas for improvement and will monitor progress as part of routine regulatory business.
