Office for Nuclear Regulation

Magnox Ltd Corporate Compliance Inspection – LC6

Executive summary

Purpose of intervention

This report covers a planned visit to Magnox Ltd’s Corporate Centre, undertaken in pursuance of ONR’s compliance inspection plan.

Interventions Carried Out by ONR

During this intervention, I carried out a compliance inspection against LC 6 Documents, records, Authorities and Certificates. I also held meetings with the licensee to discuss a number of corporate matters.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Magnox Ltd intends to request that ONR Withdraws the Approval of the record retention schedules at its ten Magnox reactor sites. This will enable Magnox Ltd to implement new arrangements for record retention that are more suited to sites undergoing decommissioning.

The purpose of this intervention was to inspect MxL’s proposed arrangements for LC6 to confirm that they are complaint to ONR guidance for LC6, NS-TAST-GD-033, Licensee Management of Records.

I have reviewed Magnox Ltd’s proposed arrangements and consider these are generally suitable and aligned with ONR’s expectations. I have identified a number of areas within these arrangements that should be improved or clarified. Magnox Ltd has accepted these findings and has agreed to make the necessary amendments. These amendments will be completed following ONR’s Approval to Withdraw the current record retention schedule. Once implemented, I have recommended that MxL reviews the effectiveness of the new arrangements.

Conclusion of Intervention

From the evidence gathered during this intervention, I conclude that there are no matters that may impact significantly on nuclear safety.
