Heysham 1 Power Station – Planned Inspections

Executive summary

Purpose of intervention

The purpose of this intervention was to carry out a compliance inspection and attend routine meetings at EDF Energy Nuclear Generation Limited’s (NGL’s) Heysham 1 power station in line with the planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy (IIS) for 2015/16. 

Interventions Carried Out by ONR

The ONR nominated site inspector attended routine meetings with the station safety representatives and the internal regulators.  In addition a number of ONR site inspectors, led by the operating reactors head of assessment, observed the annual level 1 demonstration of the on-site emergency response arrangements.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The annual level 1 demonstration exercise took place on 11 November 2015.  ONR judged that the site adequately demonstrated its emergency response arrangements as required under Nuclear Site Licence Condition 11 and the Radiation (Emergency Preparedness and Public Information) Regulations.  However, as with most demonstration exercises a number of learning opportunities were identified which will be formally communicated to the licensee. 

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

Conclusion of Intervention

From the evidence gathered during this intervention, I do not consider there to be any matters that have the potential to impact significantly on nuclear safety.   

At present, no additional regulatory action is needed over and above the planned interventions of Heysham 1 power station as set out in the Integrated Intervention Strategy, which will continue as planned.
