Conduct Inspection in Support of IIS

Executive summary

Purpose of intervention

In line with the 2015/16 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I undertook compliance inspection against Licence Condition 23 Operating Rules, Licence Condition 24 Operating Instructions and Licence Condition 26 Control and Supervision in the Fuel Cycle Area Research Reactor Reprocessing Plant and Waste Processing Plant.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

 Each plant had a standing instruction available for inspection that detailed the Key/Safety Related Equipment and Management Requirements ((K)SRE/SRM) derived from its safety case.  The documents also identified the operating instructions through which compliance could be demonstrated.  I sampled operating instructions and compliance records associated with criticality controls within the facilities.  I confirmed that operating instructions included the necessary limits and conditions and were being complied with.  Plant Supervisors demonstrated adequate knowledge and understanding to show that they were suitably qualified and experienced.

Conclusion of Intervention

The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
