Implementation of the modified safety case for the Vanguard Deep Maintenance Period (VDMP) activities

Executive summary

Purpose of intervention

This report covers attendance at the Devonport site for routine engagement and inspection activity. The meetings were undertaken as part of a series of planned interventions supporting ONR’s DRDL Intervention strategy.

Interventions Carried Out by ONR

ONR’s Devonport Lead Site Inspector and DNSR’s Principal Inspector held planned update meetings with DRDL’s Head of Nuclear Facilities Operations and DRDL’s Assurance Director. ONR and DNSR also met with DRDL’s Trades Union (TU) Safety Reps and attended the quarterly Level 3 Regulatory Interface Forum (RIF). The ONR Lead Site Inspector met with the Supply Chain principal point of contact and provided feedback on ONR’s assessment of DRDL’s response to the Chief Nuclear Inspector’s letter to Licensees on Counterfeit, Fraudulent, and Suspect Items (CFSI). ONR also carried out a planned compliance inspection of DRDL’s LC11 emergency arrangements.

Key Findings, Inspector’s Opinions and Reasons for Judgements Made

ONR carried out a planned Licence Condition inspection to determine the extent of DRDL’s compliance with Licence Condition 11: Emergency Arrangements. The inspection was carried out by the ONR Lead and SRC Site Inspectors who focussed on the following areas as detailed in the inspection scope:

ONR shared the main points of the inspection with DRDL who accepted the findings at the debrief meeting following the intervention. Overall, ONR judged that DRDL has adequate arrangements for emergency training and for maintenance of emergency facilities and equipment.

Conclusion of Intervention

No additional regulatory concerns were identified as a result of this intervention and future engagement will continue as outlined in the DRDL Intervention Strategy.
