Executive summary

Purpose of intervention

This intervention at the Devonport site was undertaken as part of a series of planned interventions supporting ONR's DRDL Intervention Strategy and plans for 2015/16.

Interventions Carried Out by ONR

As part of this intervention I held a number of level 4 meetings with the licensee to discuss current operations, regulatory actions and future permissioning activities.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Meetings were held to discuss DRDL’s progress against regulatory intervention actions and ONR assessment recommendations.  DRDL are now tracking progress and in a number of cases further clarification is required so effective resolution can be achieved.  ONR will engage further with DRDL to monitor progress and provide clarification.

I discussed facility readiness to support the current regulatory permissioning activity.  DRDL informed me that engineering work is progressing well and deviations from the original intent are fully understood.  The deviations do not have a significant impact to nuclear safety for this docking activity, therefore should not impact on the permissioning decision.  I enquired into the training programme, DRDL confirmed the majority of training modules are complete and the material has been developed using previous training packages incorporating lessons learnt.

I sampled the management and control of Forward Action Plans resulting from safety case implementation.  DRDL demonstrated adequate control aligning close out to plant hold point.  I examined a sample of close-out records and found them to be suitable and complete.  The close-out details will be forwarded to the appropriate specialist inspector for consideration for assessment finding close-out.

I made initial enquiries regarding a recent incident within SRC.  The enquiries have been targeted on the control and supervision of the emergency response vehicles.  I confirmed that action taken by the plant management team was effective and the safety case bounding assumptions were not compromised.  Further enquiries are still to be made and DRDL’s investigation is ongoing.

No additional regulatory concerns were identified as a result of this intervention and future engagement will continue as detailed in the DRDL Intervention Strategy.
