Executive summary

Purpose of intervention

This report covers attendance at the Devonport site for routine engagement and inspection activity. The meetings were undertaken as part of a series of planned interventions supporting ONR’s DRDL Intervention strategy.

Interventions Carried Out by ONR

The Nominated Site Inspector held planned update meetings with DRDL’s Head of Nuclear Facilities Operations, Safety Director, and Nuclear Assurance Manager. ONR and DNSR attended meetings to discuss progress on DRDL’s Nuclear Safety Improvement Programme (NSIP) and on DRDL’s Capability Map. The Nominated Site Inspector also carried out a planned follow up LC7 compliance inspection.

Key Findings, Inspector’s Opinions and Reasons for Judgements Made

The main aim of the planned LC7 compliance inspection was to further assess DRDL’s progress against the shortfalls detailed in ONR’s letter following the LC7 benchmarking and compliance inspection carried out in November 2014 and against DRDL’s commitments made during the May 2015 LC7 compliance inspection. DRDL has responded positively to the concerns detailed in ONR’s letters and inspection findings but within the restricted scope of the required containment actions. However, ONR still has concerns over progress against the longer term site wide actions and will carry out another follow-up intervention later in 2015 / 16 to assess whether the required improvements have been made.

Conclusion of Intervention

No additional regulatory concerns were identified as a result of this intervention and future engagement will continue as detailed in the DRDL Intervention Strategy.
