This report covers a planned unannounced inspection at the AWE Burghfield Licensed Site and is undertaken in accordance with ONR’s Integrated Intervention Strategy (IIS) for the Atomic Weapons Establishment Programme TRIM 2015/44804.
The inspection undertaken at the Burghfield Licensed Site forms part of a series of planned interventions in accordance with the IIS and Integrated Intervention Plan (IIP) TRIM 2015/75508 (portfolio specific).
ONR conducted an unannounced inspection and assessment of implementation of the Licence Condition (LC) 26 Control and Supervision of Operations within the Assembly Facility on the Burghfield Nuclear Licensed Site.
ONR conducted interventions on the Assembly Facility Periodic Review of Safety (PRS) Civil Structural and Architectural (CS&A) Findings Meeting. ONR also presented its engagement strategy for the Burghfield site and attended the AWE ‘A6’ Strategic Forum Engine Room Meeting.
For the planned unannounced LC 26 compliance inspection, based on the sample inspected in respect of the established arrangements for Control and Supervision of Operations, ONR considered, from the demonstrations and explanations given, that the established arrangements were being adequately implemented and that there was an adequate understanding and demonstration of the concepts of control and supervision of staff. This was evident at the operational changeover meeting and in the building assessed as part of the sample. Therefore, an adequate rating was given for this compliance inspection.
For the Assembly Facility PRS CS&A Findings, the ONR Weapons Programme AWE Burghfield Engagement Strategy and the Burghfield Nuclear Licensed Site A6 Engine Room Meeting, ONR was satisfied that there were no shortfalls and no need for any regulatory action at this point.
It is my opinion that of the sample inspected, the implementation of the established arrangements, within the Assembly Facility, is to an adequate standard, in respect of Licence Condition 26.
