Bradwell Nuclear Licensed Site, Inspection of Radiation Protection Arrangements and Control of Radiation Exposure

Executive summary

Purpose of intervention

This report describes an inspection of Magnox Ltd's Bradwell licensed site, undertaken as part of a series of routine interventions set out in the Integrated Intervention Strategy document. The intervention also met the requirements of the planned ONR cross sites intervention looking at Control of Radiation Exposure (CORE) across all licensee sites for Bradwell.

The intervention was conducted principally under regulation 8 of the Ionising Radiations Regulations 1999 (IRR99).  To ensure consistency with previous CORE inspections, the inspection was conducted using a standard questionnaire and follow up face-to-face question and answer session with key representatives at Bradwell. During the intervention we viewed application of arrangements for controlling radiation exposure by visiting a number of conditioning plants, decommissioning areas, waste disposal and storage buildings.  We also took the opportunity to view control of worker radiation doses in the context of known high dose operations i.e. the by-pass filter room asbestos stripping (in a high background dose rate area).

Explanation of Judgement if Safety System Not Judged to be Adequate

This intervention did not include a safety system based inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Compliance with the requirements of the IRR99 was judged overall to be adequate. ONR advised on a number of areas for improvement in order to achieve a closer alignment with published relevant good practice.

Conclusion of Intervention

Compliance with the IRR99 was judged to be of an adequate standard with some opportunities for further improvement identified which were discussed at the closing meeting.
