How many persons employed or contracted by the ONR to conduct the Generic Design Assessment for Hitachi-GE's ABWR have also previously been employed by Hitachi and/or General Electric and/or Horizon Nuclear Power?
Please give details of each instance, including the specifying the which of these companies the person was employed by, dates each person was employed by Hitachi/GE/Horizon, and the period of time each of these people were also working on the GDA for ABWR. Also give details of the person's responsibilities/position they held during the GDA process. I believe that the ONR will have this information on retrievable electronic form since the GDA process is still underway. And presumably the ONR's employees and contractors' experiences and qualifications will be on electronic record for recruitment, HR, and conflict of interest reasons.
How many people working on the GDA for the ABWR were receiving pensions from Hitachi, GE or Horizon at the time they were working on the GDA? I believe you will hold this information for tax purposes.
I would be interested in any information held by your organisation regarding my request. I understand that I do not have to specify particular files or documents and that it is the department's responsibility to provide the information I require. If you need further clarification, please contact me by email.
ONR's work recording records show that 109 employees have worked on the Generic Design Assessment for Hitachi-GE's ABWR since the initiation of work recording on this project in 2013/14. To identify whether these individuals had previously been employed by Hitachi and/or General Electric and/or Horizon Nuclear Power would require examination of employment application information held on hard copy employee files. These files are currently held in deep storage and away from ONR's main office location. The resource required to undertake this work would be well in excess of the upper cost limit of £600 for answering FOI requests and therefore this information is not provided.
However it has been possible to examine registers of business interest (which employees are required to complete if appropriate). These records identified that one of the ONR employees who has recorded work for ONR on the Generic Design Assessment for Hitachi-GE's ABWR has been employed by General Electric (General Electric Healthcare). This employment has been declared by the employee and there is not considered to be any conflict of interest with the Hitachi-GE ABWR project at this time.
We do not hold employment history records in respect of contractors working on ONR's behalf on the Generic Design Assessment for Hitachi-GE's ABWR. However, we do require contractors to declare conflicts interest arising in respect of work undertaken on ONR's behalf. We have not received any such declarations from contractors who have worked on the Generic Design Assessment for Hitachi-GE's ABWR on behalf of ONR relating to employment with Hitachi and/or General Electric and/or Horizon Nuclear Power.
The employee was employed by GE Healthcare between 2001 and 2013 on joining ONR.
The employee has recorded 139 days work on the Hitachi-GE GDA in the period between 13.11.2014 and 22.10.2015.
The employee is employed as a Band 3 Nuclear Safety Inspector and is responsible for assessing the adequacy of the Radiological Protection aspects of the safety case and will be managing the Technical Support Contractors who are supporting this aspect of the assessment.
Our records show that one employee who has worked on the Generic Design assessment for Hitachi-GE's ABWR has a deferred pension in the GE Pension Scheme. This pension entitlement has been declared by the employee and there is not considered to be any conflict of interest with the Hitachi-GE ABWR project at this time.
