Nuclear safeguards

ONR is the UK's safeguards regulator, and part of the UK State System of Accounting for, and Control of, Nuclear Materials (SSAC).

Nuclear safeguards are measures to verify that countries comply with international obligations not to use nuclear materials from civil nuclear programmes for non-peaceful purposes.

ONRs safeguards function enables the UK to meet its international safeguards obligations and implements domestic legislation.

As the regulator, we must:

  • Undertake inspection, assessment, and enforcement where necessary, in line with ONR guidance and enforcement policy
  • Enable the UK to meet its international safeguards obligations including the operation of the State System of Accounting for and Control of Nuclear Material
  • Facilitate the International Atomic Energy Agencys safeguards verification activities in the UK
