LC3 Consent to lease of building A709 to National Nuclear Laboratory Limited

Springfields Fuels Limited (SFL) wishes to grant lease of building A709 to National Nuclear Laboratory Limited (NNL).


The Office for Nuclear Regulation (ONR) (An agency of HSE) has specific powers under the nuclear site licence conditions for the control of licensees activities. The licence condition states that the licensee must not let, convey, assign or transfer any part of their site to a third party without obtaining ONR's consent.

SFL wishes to renew the lease of building A709 at Springfields to NNL Limited. In accordance with SFL arrangements made under Licence Condition 3, SFL has made a submission and has requested the consent of the ONR.

Assessment and inspection work carried out by ONR in consideration of this request

ONR has developed procedures for processing of Licence Condition 3 lease applications. This submission has now completed all of the processes within the procedures.

Various queries have been discussed and resolved with the SFL Property Management team.

ONR's solicitors have considered the submission documentation, and have advised that there are no outstanding legal issues and that the Office for Nuclear Regulation is content to consent to the lease.

ONR inspected the NNL facilities on 22 June 2011.

Matters arising from ONR's work

Various queries relating to the submitted documentation have been raised by the ONR leasing Applications Team and ONR's solicitors. These queries have now been adequately addressed by SFL.


ONR has no outstanding issues or concerns relating to SFLs request which would preclude the granting of a Consent.


ONR issues Licence Instrument No. 517 (Nuclear Site Licence 79) to SFL. This consents to the licensee leasing building A709 to National Nuclear Laboratory Limited.
