Approval of alterations to the BAE Systems Submarine Solutions (BAESSS) Nuclear Site Emergency Plan

This project assessment report concerns an application from BAE Systems Submarine Solutions requesting approval by ONR of their revised emergency arrangements under Licence Condition 11 (2).

Background

Licence Condition 11 (LC11), Emergency Arrangements requires the licensee to make and implement adequate arrangements for dealing with any accident or emergency arising on the site and their effects. In order to comply with this requirement BAESSS produced an emergency plan, which was approved by HSE.
BAESSS has proposed amendments to its approved Emergency Plan to align it with the revised accident categories which have been implemented across the Naval Nuclear Propulsion Programme. BAESSS are now seeking ONR approval for these amendments.

Assessment and inspection work carried out by ONR in consideration of this request

ONR assessed an early revised emergency plan and asked for clarification on a number of issues. BAESSS has addressed these concerns and revised the emergency plan accordingly. The revised plan has also been assessed by ONR.

Matters arising from ONR's work

There are no regulatory issues or concerns.

Conclusions

The revised Nuclear Emergency Plan submitted by BAESSS has been through the Company's due process and has been endorsed by the Nuclear Safety Committee. The document has also been assessed by ONR and the Defence Nuclear Safety Regulator (DNSR). Both regulators considered the proposals adequate to satisfy the requirements of LC 11.

Recommendation

Approval should be given to the BAE Systems Submarine Solutions (BAESSS) Nuclear Site Emergency Plan, NRSD/GR04-002 Issue 2 Revision 2 dated 08.08.2011.
