Systems Based Inspection (SBI) of Materials Containment at UUK Capenhurst

Executive summary

Purpose of intervention

I undertook a system inspection in accordance with the UUK Capenhurst inspection plan for 2014/5, with the intention of providing evidence that UUK is controlling its hazards properly and is compliant with its statutory obligations.

I carried out a systems based inspection on materials containment against the requirements of licence conditions 10, 23, 24, 27, 28 and 34.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My inspection against the requirements of licence condition 10 provided sufficient evidence to judge that UUK arrangements in this area are good. My inspection against the requirements of licence conditions 23, 24, 27, 28 and 34 provided sufficient evidence to judge that UUK arrangements are generally adequate, although a number of relatively minor issues were identified. I am content that UUK will resolve these by means of active improvement programmes and ONR will monitor these as part of routine regulatory interaction.

Conclusion of Intervention

The intervention concluded that UUK have arrangements in place that meet the requirements of the system based inspection to at least an adequate standard. I concluded that UUK arrangements for the management of training were good.
