Executive summary

Purpose of intervention

Planned compliance inspection to review the licensee’s arrangements for complying with licence condition 12 (duly authorised and other suitably qualified and experienced persons) and licence condition 23 (operating rules).

Intervention Carried Out by ONR

At a meeting held at Capenhurst, I inspected the licensee’s written arrangements (and aspects of the arrangements for the Capenhurst Nuclear Services Limited tenant organisation) for complying with two nuclear site licence conditions.  The first was for licence condition 12 (duly authorised and other suitably qualified and experienced persons) followed by the arrangements for complying with licence condition 23, (operating rules).

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I reviewed the suite of written arrangements presented by the licensee, as well as a tenant organisation, for complying with the two licence conditions which were the focus of this intervention.  Viewed overall, I considered that the licensee had a broadly adequate set of written arrangements for complying with the two site licence conditions.

The suite of arrangements was considered to be generally adequate, the licensee demonstrating due reference to each element of the site licence conditions, in documentation which had been subject to recent periodic review.  I provided regulatory advice, advising the licensee to replicate the wording of the site licence conditions within the top tier of the written compliance arrangements, in order to clarify the visibility of the actual site licence conditions and to strengthen the link from the licence conditions to the licensee’s written arrangements.

Conclusion of Intervention

On balance, I concluded that the licensee had adequate written arrangements for complying with both licence condition 12 (duly authorised and other suitably qualified and experienced persons) and for licence condition 23 (operating rules).  The licensee demonstrated an appropriate suite of documentation for complying with aspects of these two licence conditions and the Capenhurst Nuclear Services Limited tenant organisation also demonstrated the implementation of aspects of licence condition compliance, under the appropriate control and supervision of the licensee.
