Executive summary

Purpose of intervention

Planned participation in the Local Liaison Committee meeting, presenting a report on recent ONR interventions across the licensed site at Capenhurst, as part of the 2014/15 intervention programme for the Urenco UK Limited Capenhurst site.

A reactive meeting was held with the licensee’s Managing Director, to discuss the licensee’s investigation into a recent radiological event, resulting in minor internal radiation dose uptake to several enrichment facility operators.

Interventions Carried Out by ONR

I participated in the planned meeting of the Urenco UK Limited Local Liaison Committee, to report on recent ONR interventions at Capenhurst.

A meeting was held with the licensee’s Managing Director, to discuss the timing and scope of the licensee’s licence condition 7 investigation into a recently reported event wher a  number of enrichment facility operators had been exposed to low levels of airborne radioactive contamination.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

At the Local Liaison Committee meeting, I explained the scope and outcome of recent interventions at Capenhurst, including the rationale why an Improvement Notice had been issued by ONR to a contractor organisation on the Tails Management Facility construction site, part of the Urenco UK Limited licensed site. The meeting was conducted in the usual open manner.

The licensee’s Managing Director explained that a timely investigation had been initiated, in response to the recently reported event involving low level airborne activity radiation exposure of a number of enrichment facility operators.  The licensee had duly included a safety representative as part of the investigation team.  Following this discussion, I was content with the adequacy and timeliness of the licensee’s proposed investigation and explained that ONR may conduct a separate intervention, after the conclusions of the licensee’s investigation had been presented to ONR.

Conclusions of Intervention

On balance, I concluded that the licensee’s Local Liaison Committee had provided me with the opportunity to keep stakeholders appraised of ONR interventions across the Capenhurst licensed site

I was satisfied with the licensee’s implementation of the licence condition 7 arrangements for constituting a timley investigation into the low level radiation exposure event involving a number of enrichment facility operators.
