Executive summary

Purpose of intervention

I undertook a general visit to Urenco UK (UUK) with the intention of completing general site familiarisation.

Interventions Carried Out by ONR

I visited an enrichment facility and a number of storage bays as part of site familiarisation, and attended a presentation associated with the Legacy Cylinder Facility safety case with the objective of establishing the adequacy of the recently submitted Preliminary Safety Report.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Alarm management in one facility was observed to place the onus for sorting all alarms within the main control room, and that the generated alarms from safety related equipment were not automatically distinguished from information based alarms. The licensee has an improvement programme in place associated with the general management of alarms and I intend to follow this aspect up as part of planned UUK regulatory interventions.

The presentation and subsequent discussion of the safety aspects of the proposed Legacy Cylinder Facility provided evidence that supported ONR's initial judgement as to the overall adequacy of the Preliminary Safety Report, sent to ONR under licence condition 19.

Conclusion of Intervention

The intervention did not identify any matter affecting nuclear safety that required immediate regulatory action.
