Purpose of intervention

The primary purpose of this intervention was to review a range of topics of regulatory interest, at the Urenco UK Limited Capenhurst site.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The licensee reported a generally acceptable position across a number of topics of regulatory interest. However, the licensee reported some delay to the programme for presentation to ONR of a revised 'on site' emergency plan, which was delayed by four months and some delay to the completion of the periodic review of a plant safety case.

In my judgement, this meeting served as a constructive review of a range of topics of regulatory interest. Where shortfalls had been identified, the licensee had developed plans to address such shortfalls. Some slippage had occurred to the programme to periodically review both the 'on site' emergency plan and a key plant safety case. On balance, an inspection rating of "adequate" was considered appropriate for the periodic review aspects, whilst liaison with both the Environment Agency and the safety representative was considered to be "good".
