Executive summary

Purpose of intervention

The purpose of this intervention was to carry out a planned system based inspection of the site’s emergency equipment (system S5.1) in accordance with the 2014/15 integrated intervention strategy (IIS) plan for Trawsfynydd.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found that the Trawsfynydd Emergency Plan and Emergency Handbook are in need of review and update. However, given the imminent ONR decision on the need for a REPPIR off-site plan, I was content that this could be delayed for a few months.  Magnox Ltd staff  provided evidence to show that they have already started to produce a revised Emergency Plan and that it will be considered at the June 2015 Nuclear Safety Committee meeting.

During my intervention, I found that arrangements regarding maintenance of emergency equipment and instructions covering use of that equipment were adequate and were implemented adequately and that the licensee has comprehensive training packages for staff that have to use the emergency equipment.  In my opinion, system S5.1 adequately fulfils the requirements of the site emergency arrangements as given in the Emergency Plan and Handbook.

Conclusion of Intervention

This intervention found no shortfalls that significantly affect nuclear safety, or that requires formal enforcement action.
