LC12, 26 and 36 Compliance Inspection

Executive summary

Purpose of intervention

The purpose of the intervention was to carry out a planned compliance inspection in accordance with the Office for Nuclear Regulation’s integrated intervention strategy for Trawsfynydd.

Interventions Carried Out by ONR

I carried out inspections of compliance with Licence Condition (LC) 12 (duly authorised and other suitably qualified and experienced persons), LC 26 (control and supervision) and LC 36 (management of organisational change).

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I am content that all operations on site that require it are controlled and supervised by a duly authorised person, and that those duly authorised persons are themselves suitably qualified and experienced for their role.  I therefore consider compliance with LC 12 to be adequate.

While I identified some shortfalls in site’s procedures for compliance with LC 26, the LC implies effective supervision, not adequate procedures, and at the current time I believe that there is effective supervision (in part because of the large number of DAPs appointed to that purpose; see above).  I therefore consider compliance with LC 26 to be adequate, but have suggested improvements to ensure that this remains the case. 

The site has a clearly defined baseline that is well managed and monitored, so I consider compliance with LC 36 to be adequate.

Conclusion of Intervention

I did not find anything that materially affects nuclear safety, or that requires further regulatory action.

Rwyf yn fodlon bod yr holl weithrediadau sydd ei angen ar y safle'n cael eu rheoli a'u goruchwylio gan unigolyn ag awdurdod priodol, a bod yr unigolion hynny ag awdurdod priodol  eu hunain â chymwysterau a phrofiad addas ar gyfer eu rôl. Felly rwyf yn ystyried bod cydymffurfiad ag LC 12 yn ddigonol.

Er imi nodi rhai diffygion o ran gweithdrefnau'r safle ynghylch cydymffurfio ag LC 26, mae'r LC yn cyfleu goruchwyliaeth effeithiol, nid gweithdrefnau digonol, ac ar hyn o bryd rwyf yn credu bod goruchwyliaeth effeithiol (yn rhannol oherwydd y nifer fawr o DAPs a benodir at y diben hwnnw; gweler uchod). Felly rwyf yn ystyried bod cydymffurfiad ag LC 26 yn ddigonol, ond rwyf wedi awgrymu gwelliannau er mwyn sicrhau y bydd hyn yn dal yn wir.

Mae gan y safle waelodlin a ddiffinir yn glir sy'n cael ei reoli a'i fonitro'n dda, felly rwyf yn ystyried bod cydymffurfiad ag LC 3612 yn ddigonol.

Ni fu imi ddod o hyd i unrhywbeth sy'n effeithio'n fawr ar ddiogewlch niwclear, na sydd angen camau gweithredu rheoleiddiol pellach.
