Compliance Inspection LC 32, 33 and 34

Executive summary

Purpose of intervention

The purpose of the intervention was to carry out a planned compliance inspection in accordance with the Office for Nuclear Regulation’s integrated intervention strategy for Trawsfynydd.

Interventions Carried Out by ONR

As part of the Environment Agency’s integrated waste strategy inspection, I carried out joint inspections of compliance with Licence Condition (LC) 32 (accumulation of radioactive waste), LC 33 (disposal of radioactive waste) and LC 34 (leakage and escape or radioactive material and radioactive waste).

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The site has disposal routes available for all waste streams except intermediate level waste (ILW).  ILW is being retrieved and encapsulated for storage in the site’s ILW store, until such time as a final disposal option becomes available.  Site is aware of the need to reduce waste in accordance with the waste hierarchy and provide evidence of how it has done so.  I consider that the site actively and effectively seeks to reduce waste produced during decommissioning, and its arrangements for compliance with LC 32 are adequate.

I consider compliance with LC 33 to be adequate, since the site has procedures in place to respond to a direction from ONR.  ONR has never issued a direction to the licensee at Trawsfynydd and so these procedures have never been used; however, they seem clear and reflect the requirements of the LC. 

The site has specified minimum expectations for waste storage areas, including both containment and detection.  It has safety cases for all radioactive waste storage areas, describing any additional features.  For new facilities or modifications, the optioneering process specifically requires consideration of control and containment of radioactive material. Systems installed for detection of leakage or escape are typically maintained the sites environmental or statutory maintenance schedules.  Completion of scheduled maintenance items on both these schedules receives appropriate management attention. I therefore consider compliance with LC 34 to be adequate.

I inspected the site’s low level waste (LLW) handling areas, and consider that the waste sorting facility is being operated in a way that violates one of the conditions of its safety case; specifically, the waste is stored in cages rather than the drums required by the safety case.  There is therefore an increased (although still small) fire risk, and a slightly increased risk of leakage and escape.  Furthermore, the site does not have an effective means of demonstrating that the total waste inventory is below the required limit.  The site has recognised this and has both revised the safety case (which is currently going through due process) and proposed the use of a new facility for waste sorting.  I consider this to be appropriate, however the site has not produced a justification for the continued operation of the existing facility in the interim.  I have therefore placed an action on the site to consider a justification for existing operations, or to bring the facility back into compliance.

Conclusion of Intervention

I did not find anything that materially affects nuclear safety, or that requires further regulatory action.
