Trawsfynydd Compliance Inspection Level 1 exercise

Purpose of intervention
The purpose of the intervention was to carry out planned compliance inspections in accordance with ONR's integrated intervention strategy for Trawsfynydd.
Interventions Carried Out by ONR
I carried out compliance inspections against Licence Condition (LC) 7 (incidents on the site), 8 (warning notices) and 9 (instructions to persons on the site). I also witnessed the site's annual LC 11 (emergency arrangements) demonstration exercise.
Explanation of Judgement if Safety System Not Judged to be Adequate
I did not inspect a safety system.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
Overall I consider that:
- Categorisation of events, which drives both reporting and investigation, is adequate. Investigations are monitored, although I consider that greater visibility within the licensee's organisation would be beneficial.
- The licensee has provided warning notices but their arrangements for managing those notices are somewhat below standard in a number of areas; the register of signage does not appear to be widely known or well maintained, and the location of signage does not appear to be regularly reviewed. I also consider that provision of signage for escape routes would be beneficial in some areas. I have raised an issue for the licensee to address these shortfalls.
- The licensee has an effective process for ensuring adequate instructions are provided.
- The emergency exercise was adequate; I consider that the measures taken to protect the public and the environment were excellent, and that while there were issues associated with the protection of site response personnel, none of these were likely to have resulted in serious harm and some of them could be attributed to the artificiality of the exercise. Nevertheless, I have requested that the licensee successfully demonstrate adequate control of responders in a future shift exercise.
Conclusion of Intervention
I found no issues that significantly affect nuclear safety, or that require further enforcement action.
