Executive summary

Purpose of intervention

The purpose of this Intervention was to confirm that the General Fire Safety provisions on site are adequate and to confirm that compliance with the requirements of the Regulatory Reform (Fire Safety) Regulations 2005 is being achieved. The visit is part of a planned series of interventions across all programmes.

Interventions Carried Out by ONR

The site gave access throughout the day to senior managers and subject area experts to provide evidence of compliance with the Regulatory Reform (Fire Safety) Order 2005 (RRO) and the adequacy of their fire safety management arrangements through presentation of pre-prepared material and responding to questions. I challenged managers’ statements and questioned personnel to test effectiveness and knowledge of arrangements

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Fire safety continues to have a good level of support from the Management team and it is well resourced. Site has the technical abilities both on site and available to them via external Fire Consultants to be able to manage Fire Safety well on site.

There is a positive approach to identifying actions and to closing them out.

I feel confident that with the present resources Fire Safety is managed well and that there is a positive culture to addressing actions.

Building owners have direct ownership of the Fire Risk Assessments and it is their responsibility to manage the close out any actions identified within the fire risk assessment.

Emergency lighting has been upgraded within the office areas of the building and there is a plan to carry through this upgrade into the main process areas; this is a good example of proactively managing fire safety and associated systems.

There is some demolition of older buildings planned and other buildings are being used for other purposes, plans are well advanced for these works and I am confident that the process in place is adequate to ensure that fire safety is considered within the design not as a later addition.

Conclusion of Intervention

A number of issues were raised as part of this intervention, highlighted in section 3 of this report, which will be followed until they are confirmed as closed out by the Building Owner and the Head of Services.
