Purpose of intervention

A planned Level One demonstration exercise of the 'on site' emergency arrangements, and other aspects, was observed by a team of ONR inspectors, led by a Superintending Inspector Nuclear Safety.

An intervention was conducted by a team of ONR inspectors, to observe a planned demonstration of the 'on site' licence condition 11 emergency arrangements.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The team of ONR inspectors observed the licensee's compliance with emergency arrangements aspects of a planned Level One emergency exercise. The nuclear safety aspects were focused on a demonstration of the licensee's response to a simulated release of enriched uranium hexafluoride, from a damaged transport cylinder, at a facility on the site.

Aspects of nuclear safety observed by ONR included command and control at the Emergency Control Centre, the performance of the 'on site' Fire & Rescue Service, (including their interactions with the Lancashire Fire & Rescue Service), mustering of personnel across the site, casualty recovery and handling, radiological contamination control, together with the timeliness of the licensee providing access to the emergency services responders at the Main Gate.

On balance, ONR formed the view that the licensee would have coped adequately, in the unlikely event of the scenario being a real event. A number of good points, alongside a range of opportunities for improvement, were generally readily recognised by the licensee at the exercise "wash up" meeting, with only minor additional observations being provided by the ONR observers. The licensee readily agreed to implement those minor improvements identified by this planned exercise.

The detailed ONR observations of the Level One 'on site' emergency arrangements will be confirmed in writing to the licensee, in a letter to be sent by the nominated site inspector.

Conclusion of Intervention

From the observations of the four ONR inspectors, on balance, it was concluded that the overall Level One emergency arrangements demonstrated to ONR were an adequate demonstration of the licensee's 'on site' licence condition 11 emergency arrangements.
