The purpose of this intervention was to undertake a Licence Condition (LC) compliance inspection of LC30: Periodic shutdown at EDF Nuclear Generation’s (NGL’s) Sizewell B power station in line with the planned inspection programme contained in the Sizewell B Integrated Intervention Strategy (IIS) for 2014/15.
The intervention was undertaken against the ONR inspection guidance published in NS-INSP-GD-030 – Licence Condition 30 – Periodic Shutdown. The intervention considered the following areas:
Based on my review of the outage intentions document and ONR attendance at the outage intentions meeting I am satisfied that the arrangements put in place for controlling the outage scope are suitably robust and are in-line with my expectations.
I am satisfied that the quality plans and configuration management arrangements set in place by station are adequate and provide the degree of rigour and challenge I would expect. This was demonstrated through the documentation I sampled as well as the behaviours witnessed in the daily outage meetings.
I was satisfied that the start-up meeting provided a good degree of detail in respect to the work undertaken during RO13 and suitable evidence that the station was safe to restart and operate for the next cycle.
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
Based on the areas sampled as part of the LC30 compliance intervention I judge that the arrangements used for the control of outages at Sizewell B have been implemented in-line with my expectations and relevant guidance (NS-INSP-GD-030).
I am satisfied that the arrangements and their implementation for LC30 are to an adequate standard and have rated this element of my inspection through the IIS as 3 (adequate).
