Planned System Inspection

Executive summary

Purpose of intervention

The purpose of the intervention was to carry out planned inspections in accordance with the integrated inspection strategy for Sizewell A

Interventions Carried Out by ONR

I carried out a systems inspection of the active effluent treatment plant.  I also attended a routine emergency exercise review meeting, and inspected the site’s readiness for its forthcoming transition.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I consider that the active effluent treatment plant is being operated in accordance with its safety case.  Some shortfalls were identified with the licensee’s arrangements for defining training needs and recording training completed, and the licensee has committed to reviewing its arrangements.  However there was no evidence that this shortfall has led to operations being carried out by individuals who were not competent to do so.

I consider that, subject to the completion of its own internal due process, the site is ready for the transition from its current defueling to the proposed decommissioning structure.

Conclusion of Intervention

Overall I found no issues that significantly affect safety, or that required further regulatory attention.
