Executive summary

Purpose of intervention

The purpose of the intervention was to carry out planned inspections in accordance with the integrated inspection strategy for Sizewell A.

Interventions Carried Out by ONR

I inspected the arrangements and evidence for verifying that the dry side of the fuel route is fuel-free (the licensee has yet to verify that the ponds are fuel-free).

I witnessed a demonstration of the site's proposed post-defuelling emergency arrangements.

I inspected the implementation of the site's revised approved operating rules.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Overall I consider that the licensee has done all that is reasonably practicable to demonstrate that the reactor buildings are free from fuel, and that as a result it is very unlikely that any fuel remains in those areas.

The licensee demonstrated its proposed arrangements to a good standard. I note that training for the revised arrangements is still at an early phase, although this was not evident from the high standard of the performance in the exercise. Based on what we observed, I consider that the licensee's proposed arrangements are adequate. I will monitor the implementation of their training plan.

I consider that the licensee has made the consequential changes necessary to implement its revised operating rules.

Conclusion of Intervention

Overall I found no issues that significantly affect safety, or that required further regulatory attention.
