Sizewell A Planned Compliance Inspection

Executive summary

Purpose of intervention

The purpose of the intervention was to carry out a planned compliance inspection in accordance with the integrated intervention strategy (IIS) plan for Sizewell A.

Interventions Carried Out by ONR

I carried out inspections of Licence Condition (LC) 2 (marking of the site boundary), LC 8 (warning notices) and LC 9 (instructions to persons on the site).

Explanation of Judgement if Safety System Not Judged to be Adequate

I did not carry out a safety system inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The licensee has marked the site boundary, the signage is in good order and there is an effective inspection regime. I therefore consider compliance with LC 2 to be good.

In general I consider the licensee to have adequate warning notices in place. I raised as an issue the fact that the licensee has neither a process for recording nor guidance for inspecting LC 8 signage. I have also the recommended the licensee review signage in some specific areas. Overall, however, I consider compliance with LC 8 to be adequate.

I consider compliance with LC 9 to be adequate, since the licensee's induction process provides adequate information on the risks and hazards associated with the site, and on the actions to be taken in the event of an accident or emergency.

Conclusion of Intervention

I found no issues that significantly affect nuclear safety and nothing that required me to take further regulatory action.
